Certain workflows have the option for an Administrator review/action step in them. If this type of workflow is selected, this means the approval process is managed by the Stage Administrator(s) rather than directly between the Author and the Approver(s).
Submitted items
When an item is Submitted, it goes first to the Stage Administrator for review. The Stage Administrator can then either send the item directly onto the Approver or, return it to the Author and ask them to address any comments.
Approvals completed
At the end of the approval process, if an item has not been positively approved by all approvers, it will move into an Approvals Completed status. At this point the Stage Administrator(s) can review the comments and return the item to the Author and ask them to address any comments.
Return to author
To return the item to the Author click Actions > Return with Comments. This will move the project back to draft. If required, the Stage Administrator can also override any No comments and approve the item anyway by clicking on Actions > Approve.
